Converting a foreign driving licence to a Qatar licence

A foreign licence can affect the route available to you, but its issuing country alone does not establish your eligibility. Before paying for a course or planning to drive, ask the Traffic Department which rules apply to your nationality, visitor or residence status, licence category and licence validity.

Visitor rules and GCC citizens

Art. 29 lists exemptions from the requirement to hold a Qatari licence. It includes GCC citizens with valid GCC licences, visitors with international driving licences, and visitors or tourists with valid foreign licences who submit them to the authority within 15 days of entry for approval.

The GCC-citizen exemption is distinct from holding a GCC-issued licence as a citizen of another country. Ask the Traffic Department to confirm your entitlement to drive and any approval you need. Our extracted source does not settle every visitor or resident circumstance.

Ask which application route applies

Art. 31 allows test exemptions for holders of foreign licences under conditions set elsewhere. The law extract does not supply a current exchange-country list. Older school and preparation pages describe exchange and direct-test routes, but they are not a current eligibility decision for your application.

A checklist before you visit or pay

• Give the Traffic Department or school your licence's issuing country, category and expiry date, and your nationality and current status.
• Ask whether the original licence, a translation or an issuing-authority check is needed.
• Confirm the identity documents, application form, photos and eye-test certificate required for your route.
• Ask which tests and lessons you must complete and which attempts are included.
• Request the current government, school, test and retest charges. Ask what is included in the quoted total.
• Confirm the service location, booking steps and expected processing time.

Use the current answer for your case. An old country list or quoted exchange fee is not enough to plan an application.

Learn the local rules even if you already drive

Qatar's law gives priority to traffic from the left at roundabouts and uncontrolled junctions (Art. 73 to 74). Joining a main road from a secondary road requires giving way to main-road traffic (Art. 76). Children under 10 must not sit in the front seat (Art. 55), motorcycle riders and passengers must wear helmets (Art. 48), and Art. 78 lists prohibited parking places, including within 15 metres of junctions, roundabouts, crossings and bus stops.

Review the theory preparation guide and black-points system. Follow posted speed limits rather than assuming a limit from the road's appearance.

After you receive a Qatar licence

Art. 35 gives ordinary licences a validity of 5 years for non-Qataris and 10 years for Qataris. Art. 36 requires renewal no later than 30 days after expiry and prohibits driving with an expired licence. Do not treat the renewal period as permission to drive. Ask the Traffic Department for the current renewal procedure and eye-test requirements.
